Bio of Roberto Rojas Dávila

 

Chief of the Groups on the Situation of Vulnerability Section of the Department of Social Inclusion at the Organization of American States (OAS).  From his position, He provides legal advice and technical support in complying with the OAS mandates regarding the promotion of the rights of groups in vulnerable situations; promotes the signing, ratification, and implementation of inter-American conventions related to groups in situations of vulnerability, including People of African Descent. 

 

He was the Technical Secretary of the Working Group to Elaborate the Plan of Action for the Decade for People of African Descent in the Americas (2016-2025) and he is currently the Technical Secretary of the Inter-American Network of High Authorities on Policies for Afro-descendant Populations (RIAFRO, for its initials in Spanish).

 

Also, he was a legal officer and legal consultant of the Department of International Law at the OAS. From his position, he provided legal advice to the organs, agencies, and entities of the OAS, in particular to the Commission of Political and Juridical Affairs. In addition, he monitored the implementation of the Inter-American Program for the Development and Promotion of International Law, and was coordinator of the courses on International Law, Refugees, Statelessness, and on the Inter-American System. In addition, he also was co-founder and Chairman of Makungu para el Desarrollo, Expert on Human Rights of Centro de Desarrollo Etnico- CEDET, Project Coordinator of the International Law and Human Rights Team of the Law Workshop of the Pontifical Catholic University of Peru, among others.

 

He has written a number of papers and lectured extensively on human rights, international law, democracy and social inclusion at national and international level. He has been a professor, compiler and editor of several publications.

 

Mr. Rojas Davila has been recognized several times for his outstanding performance in the OAS General Secretariat.  In 2019, he was chosen as one of the 100 most influential People of African descent under 40 in the world.

 

Roberto Rojas Davila is a lawyer with post-graduate degree in social management from the Pontifical Catholic University of Peru and he holds a Master degree in International Human Rights Law and Humanitarian Law degree from American University - the Washington College of Law. He is currently pursuing a PhD in Citizenship and Human Rights at University of Barcelona.
